As part of the Agreement between the Government of the Republic of Poland and the Government of Ukraine of September 9, 2015, construction of roads and border infrastructure began. It became possible, among others in connection with the adoption by the Parliament of Ukraine of amendments to the Tax Code (Law No. 1016-IX of December 1, 2020). The changes, in particular, provide for the taxation of transactions related to the implementation of this project at a zero VAT rate. The bill has been prepared for several months by a commission of the Ministry of Finance of Ukraine. The attorneys of Kosylo & Partners Yuriy Naumovych and Solomiya Humenyuk, who represented Polish construction companies, participated in the work of the commission.
